Úrsula María Harm Fernandez Davila es una dirigente del Partido Renovación Nacional, a la fecha aun formando parte del Plenario Nacional y del Comite Ejecutivo.

Se desempeño como asistente principal en el Despacho del Ministro de la Producción Rafael Rey. Se desempeñó como Regidora de la Municipalidad de Surco hasta diciembre del 2006. La señora Harm es parte del equipo de confianza de Rafael Rey, desempeñándose como su asistente en el Congreso de la República del Perú. Es colaboradora de la ONG Proeducación, teniendo a su cargo el Programa de Becas Educativas.

Postuló por primera vez al parlamento en la lista congresal de la Alianza Unidad Nacional, liderada por Lourdes Flores, aliada de Rafael Rey.
