Joseph H. H. Weiler (Sudáfrica, 1951) constitucionalista de origen judío, es en la actualidad profesor de la New York University y del College d`Europe, de Brujas.
Dirige el Centro Jean Monnet de Estudios europeos e internacionales de la New York University. Está considerado uno de los más importantes estudiosos de la convergencia europea. Es miembro de la American Academy of Arts and Sciences.
