La frase Open Educational Resources OER (Recursos Educativos Abiertos) fue adoptada por primera vez en 2002 por la Unesco. Open educational resources son materiales y recursos educativos ofrecidos libre y abiertamente para que cualquiera los pueda usar. Los OER incluyen:
- Contenidos de aprendizaje: cursos completos, materiales para cursos, módulos, contenidos, objetos de aprendizaje, etc.
- Herramientas: Software para la creación, entrega, uso y mejora del contenido de aprendizaje abierto, incluyendo búsqueda y organización de contenido, sistemas de gestión de contenidos (LMS), herramientas de desarrollo de contenidos, y comunidades de aprendizaje en línea,
- Recursos de implementación: Licencias de propiedad intelectual que promuevan la publicación abierta de materiales, principios de diseño y adaptación local de contenido.
